Which should I get first?

Athena or Hera's Wrath
Also, I just hit underworld level 20, should I get another god, or either Hades, Tisiphone or Alectos ultimate

Hera wrath first then Athena inspiration. If you are at higher level in overworld then get inspiration(7+ gods) I dont play uw much but hades ultimate is the most op ultimate in uw and u must have it in order to win harder bases.

I agree with Seaweed, but I think you should get another god first before getting Hades ultimate. Either Megaera or Persephone. Better to get familiar with solid push squad before adding the next level gameplay. At least, I think.

ok, I got Persephone, now in the normal base, do I get Hawk Storm, Wrath, Slow Time, or save up for my 5th god, and who should that god be

I would get Hades. You need ranged gods, or else Artemis is gonna get too isolated from the rest. I imagine Poseidon is the second closest thing you have that hangs around Artemis, and he doesn't do that job well as he constantly has to go forward and back when his skill recharges. Plus skeletons will provide mid shield to the rest of the gods :P After that, maybe you could think about getting Wrath.

Yea Hades a good option. Do recommend getting Athena as inspiration is pretty darn op after Hades.
